Phase 1 Research: Unifying ESL Curriculum in Alberta

Overview

In 2022, the AWES launched Phase 1 of a project to explore the potential for a unified English as a Second Language (ESL) curriculum in Alberta. Funded by the Government of Alberta, the project aimed to expand on the existing ATESL Adult ESL Curriculum Framework and Best Practices for Adult ESL and LINC Programming. The research, conducted in partnership with The Social Research and Demonstration Corporation (SRDC), involved online background research, key informant interviews, surveys, and focus groups with ESL instructors and administrators across Alberta. The goal was to assess the feasibility of a unified curriculum, gauge interest in and level of integration of the Skills for Success (SFS) model, and understand the challenges and needs within the ESL sector.

Findings and recommendations

  • Alberta has a wide range of ESL programs, but many providers face challenges in finding suitable resources and adapting instruction for diverse learners. 
  • Larger institutions often use formal curricula. 
  • Smaller organizations rely on a mix of internally developed and externally sourced materials. 
  • Benefits of the unified curriculum include standardized instruction, reduced content creation time, and easier learner transition between the programs. 
  • Concerns reported are the ability of the curriculum to meet diverse learner needs and allow for instructor flexibility. 

Potential next steps

  • Further engagement with key stakeholders, focusing on smaller organizations. 
  • Development of a prototype curriculum. 
  • Conducting a pilot implementation to test curriculum adoption and impact. 
  • Continued research and investment to ensure a sustainable and effective unified ESL curriculum in Alberta.
